idle 9700k idle speeds?

i just upgrade from a 6700k to 9700k. i have noticed that i dont hit the base clock of 3.6ghz at idle. i recorded a video and its basically the same at idle when i didnt record the sample. i have power plan set to balanced. When set to high performance its steady at 4.6ghz when idle. seems to be boosting at idle - below10% utilization

I also just upgraded to a 9700K. The lowest speed I have seen Task Manager show is 1.84Ghz but the average is around 2.25 to 2.5Ghz at around 3-6% CPU utilization. HWMonitor shows the cores drop to 800Mhz on occasion. This is under the balanced power plan.
The default minimum processor state for the high performance plan is 100% which is likely why it is boosting at idle.

yea same.. might be a 9th gen cpu thing? i have MCE off in bios
 
Well, you can change that setting in the power plan settings in Windows 10.

EDIT: enhanced multicore wasnt off..it is now and seems that all cores are throttling down to 800mhz
