The core components are not all loaded in the typical kernel space exclusively unlike monolithic kernels which run in a single address space. They usually have some process that run in the application layer. The duspute is that it's not part of the kernel if it operates in the application layer, it's an application.

Academic wankers like to make a big deal about monolithic kernels vs microkernels. Windows NT doesn't fit in either category really, which makes it a hybrid kernel.
