Huge Artifacts on powercolor 9600xt

I didnt know which forum to post on this or the displays section but i recently bought a new lcd monitor it is a 17" phillips 170B6. It has a dvi-d output and i bought a dual link dvi-d
cable and when i hooked it up for the dvi input for my card i got all these funky red lines running accross the screen. Is my video cards dvi stuffed or is it somthing else?
the red scan lines only come when im using the dvi-d cable. everything is fine with an analog cable

if everything is fine with vga chances are 3 possibilities,

a- dvi cable is fcked (can you get another to test with?)
b- dvi connector on the pcb of the card is fkced ( not sure how to test really)
c- dvi connector on the monitor is fcked (can you get another monitor to test with?)
