What all do you need for an HTPC in order to make it upconvert DVD's just like a high end DVD player?

you need hdtv (for best), good cpu/ram/vid card (vid card should have dvi out or component, 6xxx nvidias are more hdtv capable then 5xxx)... then uninstall all your codecs
you need ffdshow, a dvd codec (nvidia, cineplayer or theatertek) and some time.
you use ffdshow to upscale to higher resolutions and edit it to look crisp

If you've got a P4 or an A64 then you need to grab the SSE2 optimized version. If you've got an AXP then you shold grab the SSE version. You can Google for more recent builds but watch cause alot of them are junk.
As for the configuring FFDShow that all really depends on what your hardware likes best we can make suggestions and I can send the config file that I use and tweak (my settings are rather universal since it's pretty modest) but it's going to be up to your box what you can run.
