HP lp2475w - Pixels stuck on - power on only.

I have an HP lp2475w I bought in September of 2009.

A few months ago, when turning the monitor on I noticed a bunch of small red and green (no blue) pixels. They're sort of scattered - easily 50 to 100 of them. However, once the monitor gets a signal, I've tried everything to get them to show up - I've created colors red, green, blue and put them over affected pixels, along with black and white. I can't find any indication that would suggest to me the display isn't working correctly.

Any idea why that initial power on screen shows a bunch of random stuck on pixels, but once it gets a signal - it works fine?
 
In some Samsung HDTVs I've seen where the capacitors in the power supply circuity begin failing and it causes this type of problem. Can't say it's the same thing but it's possible.
 
My friend thought there may be some sort of digital noise going on.

Anyone else have this?
