how to check if voltages are steady

some said that their voltage on their psu was steady, how do i check that?

The graph display in Speedfan will show if the voltages are somewhat stable, but is slow. A DMM will show the same thing but is also slow. Best way is use an oscilloscope if you can get access to one.
