How does earthlink run over TWC/Frontier?

Hey Guys
I am just wondering how earthlink is able to run over TWC (Time Warner Cable) or on DSL like Frontier network? I mean I dont know how they do that and I just want to know they do it.

They probably just rent in bulk from TWC / Frontier at a discount then sell to customers.

Well see they get there IP space on there network that is what I am trying to figure out how they do it.
