How do you netsend to people?

How do you netsend to people that are not on your network? You know, AKA over the internet. I used to know how a really long time ago, but I have forgotten long since.

in the command prompt type "net send ~ip address~ ~message~"

the ~ip address~ of course being the computers ip adderss, and the ~message~ being... you guessed it, the message you want to send to that computer.

I thought that * was workgroup
