HIPAA Compliance

I have a client that works with health related information. They would like to become HIPAA compliant. Primarily they need to have a secure method of emailing and potentially securely uploading/downloading files from a central server. These will mostly be scans of documents to replace faxing.

Are there guides on where to go (email providers or setting up them up with their own secure email servers) and/or how to accomplish this?

They were also wondering about a secure storage for any scanned health documents (such as an external drive or server).
