HDCP problem with second monitor turned off

I built a new Windows 10 PC last month and just noticed a problem with my monitor setup. When I go to watch movies in Amazon Prime, I turn my second monitor off. Now when I turn it off it breaks the DHCP in Windows 10 so Amazon Prime will not let me stream HD. If I unplug the cable for the second monitor from the GPU it will let me stream HD.

Has anyone run into this issue or know how to fix it?
 
Please tell us your graphics adapter and driver version please, if you can provide monitor/tv model that would be helpful as well.

Sapphire RX580 Nitro
Primary monitor: Asus vg248qe
Secondary Monitor: ASUS VS248H-P 24
Driver: Radeon Adrenalin 18.8.2

There are serval forum posts against the VG248QE with similar HDCP issues especially when using 144hz. There do not seem to be good resolutions unfortunately except a few individuals have got it to work with some tinkering, but I am wondering if it was the refresh rate change overall.
