I'm pretty sure ghost can do hdd to hdd without having to create an image first.

Ultimate Boot CD Freeware ISO
has HDClone freeware edition which is considerably less flexible than Ghost so read up on exactly what it can and cant accomplish
also has g4u which has a definate learning curve, most to the documentation regards ftp imaging, but it does local as well, I havent actually used it (having ghost) and so cant say if imaging first is required or if a straight clone is possible
