So been trying to play Episode 2 and every single time I am getting that 100% validating files but loops over and over, never loads.

I had an update get stuck at 100% the other day, without actually finishing. Fixed by restarting the client.
If that fails, there's always the ever reliable universal solution to all Steam-related issues - delete ClientRegistry.blob.
If you're not in a country where 25kB/s is called "broadband" and grabbing a game from Steam sucks up half your monthly usage quota, you could just try downloading it again.

Well I have deleted and installed 10 god damn times now and did that whole delete Client BS thing. Glad I pay for games that don't god damn work.
