I have a waterblock that only cools the core. I have no intention to overclock and with CPU and GPU cooled I hope to be able to achieve decent ambients temperature and a decent airflow of course.

Would you think this would work? How much difference would cheapass heatsinks do to the memory without a dedicated counterproductive fan blowing on them?

I will most likely try but what are my odds? Hoping most heat come from the actual core itself and all I loose is oc potential on the memory.

I'm running at 900 core 2100 mem on a 580 with an antek kuhler 620 with no issues. I did leave the on-board fan running but I'm not sure it's doing much for the memory.

2100??? Stock is 1000 that must be a typo?

No typo.
Mine clocked in at 900/2200 on stock voltage and stock fan.
Mine is the EVGA GTX 580 SC Black Ops Edition
Ran Heaven benchmark and passed with flying colors

hmm need to be less conservative then I suppose :)

You can game 24/7 not just complete a benchmark. Any number you for sure should be able to do no problem for a conservative overclock
