The trick is to hit the proper direction just as the arrow passes through the circle. Use the numpad arrow keys to operate the hydrolics on the car.

This has to be one of the easiest (and cheesiest) missions in the game.

PS - If you really need it that bad I can do it, but that takes the fun out of it....
 
it is hard. I've had to do it 5 times and barely broke 1000. there are other ones like that style too so I'd dig in and kick its ass!
