GPU core clock drop problem

finally found problem.
I went through 3 gtx460 and now gtx465@470

My core clock drops to 405 and 608 in the game.
My power setting is at maximum setting and I've reinstalled windows and driver.
I get flickers whenever clock drops to 405 or 608.
I thought other parts were causing the problem so i bought extra power supply, vga, motherboard. Nothing fixed and just found out it was driver problem.

How can i fix this problem?

3d setting is at maximum performance but still dropping to 405 in starcraft2
