Gigabyte Z170X-UD5 sudden problems with cold booting

I've had this board running without issue for years now. This past week, it suddenly stopped cold booting normally. To get it to boot from a "cold" state ("powered off for a while), I have to now remove the CMOS battery for several minutes and then bridge the clear cmos jumper. It will then boot normally. Just clearing the cmos or just removing the battery alone doesn't work.

I first suspected the power supply, but it's been tested now and doesn't seem to be the issue. I also tried unplugging everything USB and disk related with no results.

Once the computer is booted, it runs perfectly and there's no issues during stress testing.

When it experiences the booting issue, there's power going to the board, but it doesn't respond to using the on switch on the case or board itself.

Any ideas what could be up? Have checked for grounding against the case and it doesn't seem to be an issue either.
