To clarify Step #8 for those wondering, Your Account > Your Games and Software Library has all your owned games. There will be a product code under Thief (but it doesn't specify that it works for steam), copy that and put that in the steam redeem code menu and you're all set.

so apparently it generates the code based off of the email address you enter, and i entered a fake email someone else had already used. after i used random bullshit it worked for me too!
