It looks like the Windows update that broke some games and the update that was supposed to fix it broke DX11/DX12 for me.

First I thought that it was these 419.35 drivers or that my second 2080 Ti was starting to go Space Invaders but OpenGL and CUDA seems to work ok. Tried 418 and 417 drivers also and got the same DX11/DX12 hangs with them.
 
Uninstalling the update in question did not fix DX11/DX12...but neither broke OpenGL..
