1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

Streaming gameplay to Twitch.tv

2) What's your budget? Are tax and shipping included?

Keeping it around 1000$, tax/shipping included, Amazon Prime member where applicable

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

MOBO, CPU, RAM, GPU, Case, Optical drive, SSD

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

External drive for mass storage.

7) What is the max resolution of your monitor? What size is it?

1920x1080, 24 inch.

8) When do you plan on building/buying the PC?

Within the next month.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

Yes, a new copy of Windows 7 Ultimate 64 bit
 
So there's no confusion on my part, what you need for this system is....

Case, PSU, processor, motherboard, RAM, SSD, HDD, optical drive, video card, keyboard, mouse, speakers, 1920x1080 monitor

Do I have to add or remove anything from that list?
 
Since you want to spend $1000, the FX-8350 might be a good choice. I'm not sure if tiraides is going to suggest a list of parts but I'll try in a bit.

[edit] , especially since it gives better streaming performance over the 3570k - was removed ( this may be true but the main reason to choose the 8350 or even the 8320 is price/performance)

Would anyone mind putting together a fx 8350 build for me? :p
Same exact setup as my Intel but swap out the CPU and mobo for:
$250 - AMD FX-8350 + Gigabyte GA-970A-UD3 AM3+ Motherboard

But considering that you live in SoCal and the fact that the FX series do run hot, I highly highly recommend getting a 3rd party HSF:
$26 - Cooler Master Hyper 212 Plus HSF for LGA 1366 and LGA 1156

And yes this does negate the savings with over an Intel build but considering where you live, I highly recommend a 3rd party HSF for an AMD CPU.

The HD 7870 does come with Bioshock Infinite and Tomb Raider for free. But you may have to deal with an occasional bad AMD driver or slow support. However when the drivers are available, the HD 7870 does edge out the GTX 660 TI by a decent margin. Not to mention the HD 7870 is cheaper too.

The GTX 660 Ti has the better drivers but only comes with in-game money for the mico-transaction games Hawken, PlanetSide 2, and World of Tanks.
 
Using an 8350 / Asrock Extreme 4 990fx / 7970 combo to stream our WoW raids. Works pretty well.

In all honesty, for games like WoW and SC2 your upload speed matters more than the hardware to achieve 1080p and 720p streams.

Are you actually going to up your budget to $1200? And no, we're not going to forget the SSD. The SSD makes a huge difference in the overall system responsiveness.

also, I don't think I would ever use that much HDD space, if that will help the budget much.
 
Upgrade the video card to the HD 7950 3GB.
Upgrade the PSU to this: $90 - Seasonic G Series SSR-550RM 550W Modular PSU
Finally, swap out the Core i5 3570K CPU for the Core i7 3770K.

The 3770k doesn't provide much of a gaming performance increase so it would be for the extra encoding, processes, and streaming for twitch.tv.
