GAL is empty, and error in event viewer

I just uninstalled Exchnage 2003 tonight, reformatted my machine, and reinstallled everything.... I made myself a new user called 'willy' and made him an account... went to a machine with outlook, and it couldn't find him in the GAL.... checked on my server, and the GAL is empty.... so I checked event viewer and this is the error I get....

please help... I am ready to scream at my exchange box!

This error keeps coming... about every minute or two.

The MAPI call 'OpenMsgStore' failed with the following error:
The Microsoft Exchange Server computer is not available. Either there are network problems or the Microsoft Exchange Server computer is down for maintenance.
The MAPI provider failed.
Microsoft Exchange Server Information Store

Check services....see that any/all Microsoft Exchange Server services that are set to automatic are in a started state. Any that aren't..right click.. start. Sounds like the InfoStore isn't started.

In services it is started.... I just reinstalled it on top of itself... and it seems to be when I installed SP2 that it started....

I get error 8197 first....

Error initializing session for virtual machine EXCHANGE. The error number is 0x8004011d. Make sure Microsoft Exchange Store is running.

Any other Exch services not running..that should be?
Have you restarted them all?
Restarted the server?
dcdiag show anything odd?
Is this installed on a DC? Or a member?

No it's not a DC, and when I run DCdiag, everything passes just fine...

That first error seems to point to a problem with the Exch Information Store, is it actually up? Are the databases mounted, etc?
