Japan has been working for literally years at this point doing radiation disposal. It's pretty safe, but it's not as though they couldn't have used geiger counters and radiation patches to know the safe limits and levels of things before entering.
I'm actually more surprised that opportunists and looters haven't been in these places in going on 12 years.
