Good question. This was originally activated with Verizon. I couldn't answer that for you, but I know there are methods to unlock. It's possible -- I'd google it if anything. I'm almost certain that iPhones are supposed to be capable of moving carriers by unlocking and then using their SIM.

From Verizon's site, looks like they don't lock postpay devices:
