I may be interested in picking this up for a friends build. Question: Does this come with a backplate?

No it does not. Its the block new in sealed box just like youd buy it direct from ek. However it may be possible to reuse the factory backplate. If you use the Nvidia 4mm standoffs that attach the factory cooler on an FE card you can use the factory backplate with most of the screws. Not sure for cards though with non FE coolers but its possible they may also be able to use their original backplate.
