What do you mean by Unlocked on the 290, unlocked to a 290x? What would you want extra to ship to Ontario Canada?
 
Yes, it's a 290 with an uncut chip and 290x bios with all cores unlocked. I'd have to check actual shipping to ontario. What's usually the cheapest way? US mail?
 
Sorry, got a great deal on a 290x Matrix.
For future reference though the best way to ship to Canada is USPS.
UPS just kills us with fees so don't use them.
