once you create an account, you can log in to xbox.com and change your settings, one of them being auto-renew: off

This is also for new Xbox Live accounts. Or ones without Xbox Live Gold at least.

Actually you would have to call microsoft too. Last time I did that and it still went on, got to call them.

I turned mine off and it stayed off.

No it's not. It's for anyone that doesn't already have Gold.
