free program to crop/resize video?

i have some video captured off my tv tuner card that i want to edit. i basically wanna cut stuff out from the beginning and end, and remove some commercials. i also want to resize the whole movie. any suggestions?
 
the 'regular' version of virtualdub only does avi files i believe. i managed to find one that someone must have altered to support mpegs. just search for virtualdub mpeg support or something
