So with GT4 delayed, it looks like the pressure was off of the Forza guys so they decided to push their own game back.

GT4 was pushed back up to a December release, so I don't think that has too much to do with it.

When did that happen? Everything I can find still has it scheduled for February.

I'm afraid your information may be out of date. That was months ago. In late November they pushed it back to February/March. There's speculation that it may have been to finalize online support but there was no official word to that effect.

EDIT: Oddly, this delay was after it was reported to have gone gold. Some Sony reps were heard reporting that the game was done and SCE was setting up servers for online play.

Even if it is, it still wouldn't explain them delaying it until April.

Hopefully, the GT4 release will come with an online mode. They keep going back-and-forth with the release dates and with what will actually be in the game.
