First SM 4U Rack - Power Deliver Issue

Hey Everyone! I believe someone can help me out with this issue that I'm having. I fell like I'm doing something very noobish...

I recently picked up a used SuperMicro cse 846e16 r1200b.
Supermicro | Products | Chassis | 4U | SC846E16-R1200B

I pull everything from a working tower server. Motherboard is a ASUS P9D-MV.
Server & Workstations | P9D-MV | ASUS USA

When I power the system on, the power distribution board speak starts to scream at me. One of the PSUs has an orange light lit. I pull the power supply and the speakers stops. (Great, a dead PSU). The the other PSU appears to be ok though.

But I'm not getting any video nor a post.
Tried an external vga card and same issue.
checked all voltages with Multi-Meter and they are good.
for kicks, I plug in a known good power supply and it boot straight up...
I even have the PSUSMB1 plugged in as well.
What is going on here?

I'm going to try another know good motherboard and plug the Chassis PSUs into that and see what happens, but until then, what am i missing here?
 
If you don't plug both PSU in then 1 will scream/error as it thinks it's dead since it's plugged into the backplane.

Remove 1 PSU, and only use 1 and it won't go into alarm mode.
Normaly we just slide them out about 4"

As far as an ASUS board not working in a SM chassis with SM PSU... you're not the first to have this problem I've heard of.

I have 5 of those chassis all with SuperMicro motherboards from 1366 to 2011 r1, r2, r3, 0 boot problems
