"Finder under glass" issue

Has anyone else had the problem where suddnely you cannot move, rearrange, or cut icons/files on the desktop, dock, or HDD explorer? My gf's having this problem, but I'm not able to find a solution that works. I treid removing all of the caches, but that only caused all of the Dock icons to change to a folder icon. HELP!!!

So, now I have two problems, can any of you solve either one? Thanks!

First order of business: find out if it's a local or global issue. Try another user and see if the problem(s) still occur.

more info would also help...OS Version, any skank ware installed...have you run a disk utility (FSCK) to see if there is any OS corruption and I agree with BMR to see if it is a local or system level issue
