Will exchange server accept web based email, and then distribute it to the exchange clients.

Are you asking if Exchange has a way to check email on the server via a web browser? If that is the case then yes it does. It's called OWA (outlook web access).

Or are you asking if it will accept email sent from like a hotmail account? If that is the case then yes it will accept any email sent via a SMTP server.
 
You need to get a POP3 connector, to download the emails from your email provder to the exchange server - yes it can be done, we do it for our support system.

you still need to set up and configure the exchange as you normally would creating accounts and such., then you direct your mail client to connect to your exchange server.

The POP3 connector is exactly what I am looking for. So now which one is the best???

i am using GFI Mail Essentials myself, but it can be pricey,

GFI is over kill for just a POP3 Connector

I used EFS for like 2 years, it's free version does all you need it to for a POP3, never had a need for the payed features
