EVGA GTX1080 SC Stuttering Issue

Hey guys.
Hoping to get some help behalf of my friend.

He experiences quite intense fps drops and Stuttering with his system.
As he is in different country cant help much more than just Team Viewer.

System passes 3dmark stress tests ,real bench ,furmark with good temps.
CPU reaches around 55c under load and GPU 72c under load.
Sometimes PC will just turn on with blank screen and cant be restarted.
And Bios becomes very blurry.

But noticed that under GPU stress test the load is inconsistent even maintaining stable fps it still stutters.
Set Windows at max performance mode same with nvidia control panel

His system Specs
Ryzen 1700 @ stock
16gb DDR4 3000mhz Corsair
EVGA GTX1080 SC
Asus x370-f Strix
Seasonic 750w PSU

As well tried different motherboard ,PSU,ram and even GPU and the Stuttering is still present.

Any help will be much appreciated

you've pretty much changed all the core components, so it comes down to either hard drive or monitor.. even though i know most people don't like linus's video's he showed something very similar to this with a sata m.2 drive where it stuttered like crazy in games and he was never able to figure out why even though the drive worked perfectly fine for everything else.

I experienced stuttering on a pair of defective 2080Ti's. FYI. Might not be your system. Might actually be the card .
