It seems like all of the new computers on the market are coming with Windows 10 factory installed. I personally dislike Windows 10 and would like to run a lower version like windows 8.1. If I buy a new computer and over write Windows 10 with 8.1, this should cause no harm correct?

Yes, you can wipe the drive and install an older version with no issue. An actual downgrade, though (keeping files and installed programs intact)... I don't think is offered by Microsoft unless you upgraded to 10 from a previous version.

    Hi,

In spite of purchased a new Laptop with Windows 10, you can downgrade to lower version of Windows but it depends upon the computer manufacturer.

The computer manufacturer will be the one to grant a downgrade.

What I know is if system is having a hardware which supports windows 10 then it should support the lower versions too.

There is no such link or file which directly allows you downgrade but you can surely contact Microsoft Support Team on 1800 102 1100 or 1800 111 100 for further support.

    Thank you,
