No, it's free. It was supposed to be available when the game was released, but they delayed it to release with the first patch. I really enjoyed the original game. This is just an extra mission, some more explorable worlds, etc. Nothing huge, but it will be worth an extra play for me. (there were a few things I wanted to try doing differently anyway, not to mention change my class)
