Displaying software of another language?

In the XP days, I used to use one of the software supplied by MS to display software other than the native English properly without having to change the region of the system. What do should I use in win7 to display Chinese characters properly?
 
If you just want to be able to type in another language and read, you just need to go to ...
Control panal, Clock Language and Region, Region and Language, Change Keyboards,Install Change Keyboard,ADD....then just find your language and add it and also install Microsoft IME, which should be right there also.

I have tried this, but still cannot read Asian characters.

I can type them without a problem, the problem only occur when I try to read them in softwares (i.e. installer).
