DHCP Time offset

Does anyone know what value the DHCP option 002: Time offset in Windows DHCP server is looking for?
The technet document isn't helpful and just says its looking for a long value, but it doesn't say how to show a negative value. Cisco and linux have different ways and I can't find out how to set a a negative time zone for US time. This is needed for the VOIP phones we have that read the settings from the DHCP server.

Anyone have ideas?
 
Its asking for a long variable and doesnt accept a hex, am i missing something to add the hex number?
 
OK so apparently the Hex from the Cisco document is correct and you need to do is convert it to a long for the Windows DHCP option. All you need to do is add a 0x in front of the hex. No idea why MS did that, but the MS Technet docs on it don't mention it and there's nothing on google about setting up those options for MS DHCP.
Hope this helps whoever else runs into this issue.
