I think the core issue is a society's attitude as a whole towards the use of sexual appeal in video games. In western society, you could get bad press for making games like this, while in Japan no one cares if people make them.
So yes, you're right it was the publisher's decision to not export the game over to western markets, but the issue here is the reason behind it. I think it's real and it does affects the gaming industry to a certain extend. There are many example out there of how it affects design decisions. It should not have been this way, but it is and that's the problem.

Does anyone even know what the DoA Xtreme game series were supposed to be about? I thought it was beach volleyball, but these games seem to be about female drama, dress up, breast physics, and all sorts of dumbass shit. I honestly don't think they need to cite any sexism issues as the game itself is just too damn dumb for western audiences. The average American male is not going to pay $60 for a game like this when they can spend a few minutes at Pornhub for free then go right back to Call of Duty.

I doubt it would get an AO rating, you'd need nudity and excessive gore or brutal killing to get that.
As a person who did nude photography for years I can tell you that America has more angst against a nude woman over various out factors out there. Mostly here in the south.

And why is it fine to have the same girls in the same outfits in a fighting game but not one where they prance around on a beach and play volleyball? I've seen plenty of that in rl but I've never seen two girls kickboxing in bikinis before.
