DDR 1520 @ cas7 vs 1600 @ cas8?

It probably won't make a bit of difference in real world usage.
Most likely. If I had to pick one, I would go with 1600 @ CAS8 over 1520 @ CAS7. With DDR3, I have read that the frequency of the RAM makes more a difference than the latency.
