I get that cybercriminals are getting smarter and more complex but how hard would it be for the good guys to stay a step ahead of them?

The report finds that the United States accounts for 31 percent of malicious IP addresses, followed by China with 23 percent and Russia with 10 percent. Overall, half of malicious IP addresses are based in Asia. It shows a 30 percent chance of Internet users falling for a zero-day phishing attack in the course of a year, and indicate a more than 50 percent increase in phishing activity in December 2014, most likely due to the holiday season.
 
well if the nsa was actually worried about the security of the people of america rather than... spying on it's citizens, they could help by telling corporations about security flaws rather than exploiting them.

Cybersecurity doesn't pay as well as cybercrime. Most corporations (and people) do a cost/benefit analysis and determine that the hassle/cost isn't worth the anticipated loss.
