Custom User Interface w/Group Policy..no way to force desktop background?

I'm finalizing a new Group Policy for a call center which my initial setup was to use Internet Explorer (no Kiosk mode) as the replacement UI, but this removes any ability to have a desktop wallpaper as it's just a black background. Is there a way to write a script to force a wallpaper through?

Honestly I wouldn't mind just having IE in kiosk mode, but the users need to have tabbed and multi-window browsing, and having a required corporate wallpaper is a must. :/

Any thoughts would be great!

BTW - i'm using Server 2008 w/ Win7 end-users.
