Just built a new rig with an intel 4300 chip and abit f-i90 motherboard, and I get this message when I boot up -- it crashes early on in Vista install everytime too.
 
Something is unstable. probably CPU, maybe ram.

is it booting at 9x200 = 1.8Ghz ? Is ram at spec speed / timings?

It might be trying to boot at 9x266 = 2.4Ghz (chip isn't recognized properly), which it might need some extra juice or there may be some issue with the ram not properly set up.
 
Are you overclocking (anything)?
Is the chip recognized at the correct speed?
Are you sure the CPU is supported by the board/BIOS in question?
Have you noticed if the date/time is correct or is getting reset? (CMOS battery could be dead)

Possibly a bad mobo/BIOS or CPU (possibly even ram).
 
that message is perfectly normal on a new abit or after clearing CMOS until you enter the BIOS & set it up.

As for the crash on installing Vista my guess is that you probably haven't got the RAM set at it's mfr recommended voltage.
