Already has a new hard drive, as well as CD-RW, DVD-RW, and floppy, etc.
Also, any information on the cooling aspect would be much appreciated. His room is upstairs, with no A/C and it gets pretty damn hot in the summer. Are the stock heatsinks, fans, glue, etc. gonna hold up alright? I believe he wants to grab a PCI slot fan aimed at the video card, but I was thinking possibly a different fan / heatsink mounted on the card itself... What about something such as a Thermalright HR-03? Would that fit?

Any suggestions are very appreciated... trying to keep the total no where above $1200.

Biggest flaw I can see with your list is that you're using DDR1 RAM when that mobo and chipset only supports DDR2 RAM. Here's a set of DDR2 RAM that's significantly cheaper than that DDR RAM:
G.SKILL F2-6400CL5D-2GBNQ 2 x 1GB DDR2 800 RAM - $89

Also, get the P182 case instead. It's an improved model of the P180B and, from this site, free shipping:
Antec P182 ATX Case - $125

The stock fans should be enough to cool the system BUT it will be kinda loud. Oh and get that Corsair PSU from this site instead:
Corsair HX620 620W PSU - $147

Now some questions for you:
1) What size monitor does your cousin have?
2) Is he planning to OC?
3) What games is he planning to play?
 
Don't get the E6600. The E6750 is faster and just about the same price or cheaper depending on where you get it.

Definitely gotta change that RAM. I'll agree with the set Danny recommended (since I just ordered two of those myself) but there are also plenty of other good options.

You can save some money on that mobo by going with an Abit IP35 Pro or a Gigabyte board.
