Converting pencil drawings and photos to digital art

I would like to know which program/s are the best for converting my pencil drawings and photos into a digital art format. I know there is Photoshop, but it costs too much for this blue collar worker.

Anyone know which programs are the best to use?

I've used it years ago, but that was so long ago, that I need to install it again and see how much it can do.
 
What's the plan after scanning them in? Vector drawings, brush work, etc?
 
I've always just done old school artwork in pencil and paint, but I'd like to be able to take my drawings and photos and enhance them into a digital art format like vector graphics.
 
Cool.. So yeah, Gimp is a good choice, but for vectors I enjoy Inkscape. If you want a more 'Corel Painter' feel - Artrage is pretty solid. Autodesk's Sketchbook just went free a while back too.

I'm a Network Administrator and haven't ever dived into the graphics art thing yet, but I've been wanting to.

This is an example of my friend's artwork that he does...and that's what I'd like to do with my animals, cars, trucks, and semi truck drawings.
 
Autodesk Sketchbook may be a good place to start then.
