Control and accounting for desktop applications?

I figured this was the best place for this question since it's security related. Forgive me if I'm wrong. ;)

We are opening up a part of our office that will be selling desktop time to industry professionals. These professionals will be charged a rate based on time and when they get onto a PC they will have access to a specific software set. We're looking for some kind of system that can control and account for what programs are open and how long they're used. This way when the client logs in, their time starts and when they leave not only does their time stop but they can be handed a report of their activities. Ideas?

I am just starting to look for this stuff and have little experience with it so I thought I'd run it through the [H] and see what you guys know. :cool:
 
You will probably want to look for some kind of interenet cafe billing software.
