Content Filter for laptop with 3G modem

So my sister wants to get a Internet contet filter for my 12 year-old nephew, she wants to give him the laptop that she currently uses (she is buying a new laptop for her) and it has 3G Modem. So she asked me to help her out, but I'm not sure.

what kind of content filter would be a good option for this 3G modem?
I guess Untangle is out of the question :p I was leaning towards something like K9 web protection :eek:
 
manually configure the DNS to point to OpenDNS, and make sure the nephew doesn't have an admin acct so he can change it back?
or software-based.

'bout the only 2 suggestions I can think of.
 
K9 Web filter is free software that will do local web filtering, install it and use that.

Whats nice about going the OpenDNS route is if i recall you can mange it remotely through their web interface.

yep, but I'm not sure if the 3G router has an static IP, it could change every time you log in :(
