Complying with rules when shipping batteries

Is it worthwhile to have a separate thread about how to ship products with batteries? I have seen some chatter over the past year or so about new rules and regulations when shipping batteries.

I plan to sell a notebook computer soon and when I do I will remove the battery and pack it separately, but still in the same package.

What else do I need to know? It seems that every time I ship something with USPS they always ask if the package contains batteries. What happens when I say yes?

Basically, if you ship it with the battery installed and discharged so the device can't turn on, you're good.
