Cisco CME - hunt group and phone extensions issue?

Not sure if this is the correct forum to post this in, but I didn't see anything that matched any better.

I am having a small issue with configuring hunt groups in Cisco CME 8.6.

So I have phone extension numbers that start with the digit "2".

If I make a hunt group with the pilot number being "2", anytime I try to dial an extension that starts with "2", it just ends up dialing the hunt group.

If a phone is on the hook and I press "2", it auto dials the hunt group.
If I pick up the handset and enter the full extension number, it dials the hunt group.

If I delete the hunt group and then dial the extension, it dials the extension.

Is there a way to fix this? Can a hunt group and an extension start with the same digit, or will it never work properly that way?

Edit: I am guessing the hunt group extensions and the phone extensions need to be the same length. Is this correct? I couldn't find any definitive answer to this after a bunch of searching.
