Cheapest Quiet Decent PWM 120mm Fans

What are your thoughts on the CHEAPEST, quiet, and decent fan? It doesn't have to blow a lot of air (probably around 40cfm).

I built my HTPC and purchased a "PWM fan controller" to control 4 yate loons medium speed fans that I purchased almost a decade ago. I didn't read enough reviews and thought the controller would be able to control non-PWM fans but it does not.

I can say that these are in fact pretty damn cheap. While quiet is pretty subjective, to me they're at least as quiet as any other 120mm fan I've used. Not terribly great for radiators, but they are $5 ea.

seriously, you are asking for cheapest, quiet and decent in the same sentence.
Quiet and decent wont be cheap
cheap and quiet wont be decent
cheap and decent wont be quiet
.....

if you want quiet and decent, buy noctua, it wont be cheap.

Arctic F12 PWM are a decent low cost fan .. not the best but for about $5 each they are not bad.

using these in my case and they work fine. cant get much cheaper than $2 a piece! I paid full price

I'm running 4 of the Arctic F12 fans since they're what came with with the Liquid Freezer 240 I bought. They're not bad, but I'll be replacing them with Corsair ML120's soon - have had them sitting here for months, just too lazy to sleeve them.
