Cheapest Low-Profile Videocard that can do 4K over HDMI

I'm looking for a Low-Profile videocard that can do 4K over HDMI, as cheap as possible. Cheaper than something like a GT1030.

Currently my HTPC is a 2500K with an AMD Radeon 7770, which can do 4K @ 30Hz over HDMI.

I recently got an older Dell SFF PC with an i5-3470 pretty much for free, and I'd like to make that my HTPC instead. Unfortunately the HDMI port from the iGPU won't do more than 1920x1200.

If I go Nvidia, i'm thinking GT730 maybe? But would a GT710 work? What is the cheapest low-profile AMD GPU that can output 4K over HDMI?
 
GT 710 is Kepler. You'll have to jump to Maxwell 2.0 or later of you want full 4k@60. That means used GTX 950 or later (90w, unlikely to be low-profile)

If you want something modern, the GT 1030 is meant to be that low-profile card you can buy today that supports all he major standards. You can even buy a passive-cooled one with HDMI 2 + DP 1.3 port.

As long as it's running GDDR5, the performance should be identical to the GTX 750. That should be faster than your current card.

Sorry dude, but beggars can't be choosers. Either pony up for 4k in that tiny chassis, or wait until the next round of cards is released. The RX 550 and the GT 1030 both cost the same.

The low-profile RX 550s are all pretty poorly rated, so I wouldn't depend on that. So you either upgrade the rest of your system, or you take the easy way out.

This is why I built my HTPC to accept full-sized cards. I'm currently rocking my old GTX 960 at 4k 60 (upgraded desktop to 1060, then transferred card.)

I don't necessarily need 60hz. It's just for movies that are almost all 24hz. The Radeon 7770 in my current HTPC does 4K at 30hz and 24hz just fine, and I'd okay with a low profile card that could handle 24/30hz also. The current HTPC works fine with 4K. I'd just like to get something smaller in there and also be able to re-purpose the existing 2500K system. But not to the extent that i'm going to spend $100 on something like a GT1030.

It seems like the HDMI port coming from the Intel HD 2500 iGPU on the i5-3470 should be able to do 4K at 24/30hz, but for some reason this little Dell seems to treat the HDMI port like a single-link DVI port and not an HDMI 1.4 port.
 
Oh then, GTX 710 would be fine. It supports HDMI 1.4. You can also use the Nvidia hack tom get 60hz at 4:2:0. I used this hack for the first year I owned my 4k TV.

It was also released in 2016, guaranteeing longer driver support than the GT 730. And really, the GT 730 product category has been replaced by the GT 1030, so it's been discontinued.
