Cheapest GPU that can stream 1080p without lagging

Define stream, I ask because you mentioned TV size... which has literally no bearing on what GPU you use.
 
If you are just talking streaming video/media center playback a core i3 would do that on the built in GPU it has.
 
OP you dont need a powerful GPU for streaming at all. Streaming is usually more CPU dependant.
 
I stream 1080p through my Galaxy S3. An i3 is more than enough.
 
don't forget a good connection to whatever website/home server you are streaming from. Even the best equipment won't stream worth a damn over a horrible connection.
 
I stream with an ARM CPU in my goflex home. I think you could do it with one of those Intel Atom boards with the fanless cooling running Win XP. Really, if you can buy it today at a place like New-egg, it can do it.
