Cheap or free photo editing software?

I was curious if anyone here knew of a good photo editing software similar to photoshop that is either on the cheap or free side?

all suggestions would be much appreciated.

Pixlr, when I'm away from my desktop. Works via Flash and is very quick.

+1 to the Gimp suggestion.

Paint.net is another program that some people like.
 
another +1 to The Gimp ... very powerful, very similar to Photoshop
 
Gimp and paint.net are both pretty decent.

If you are on a mac SeaShore is alright too.
 
Another vote for Gimpshop. Although I find that the Gimp interface makes more sense if you're not a Photoshop guru.
 
i have heard good things about gimp, if you cant acquire photoshop then this is the next best thing. it can do a lot of wut photoshop can but minus the hundreds of dollar price tag. gl 2 ya
 
I use Photoshop, it's not cheap, put it's the best photo editiong software.
 
Paint.NET is closer to the Ps GUI than GIMP, but GIMP has more Ps-type features.
Paint.NET is more basic (or slightly above); GIMP is more feature-rich. I just hate the way everything is scattered around (though it's been awhile since I've used it).
 
Are there any tutorials that I can read/watch that can teach me how to use gimp and/or paint.net ?
 
Gimpshop, if I had to go free. Under any other circumstances, I think Photoshop is worth it
